About Project :

The Government of Bihar (GOB), with financial support from the World Bank, India, has launched a comprehensive program for improving the effectiveness of elementary school teachers in Bihar. The program seeks to improve the quality of teaching in Bihar through a three-pronged approach (i) by improving teacher training; (ii) teacher performance and (iii) accountability. It aims to strengthen the institutional capacity within the state to deliver effective teacher education, while simultaneously improving governance and accountability systems for impacting teacher performance. The program adopts a holistic approach, aiming to create robust system-wide improvements in the quality of teaching in Bihar, ultimately leading to significant improvement in student learning level outcomes. IPE Global, the Implementation Support Agency (ISA) is required to build capacity at SCERT to help it design and implement sustainable, effective, scalable and efficient interventions to achieve the program objectives.

IPE Global is responsible for helping to design the strategy for planning and implementation of programs, as well as developing the capacity of SCERT and helping with development of suitable curricula and materials for relevant pre-service and in-service teacher education programs and courses. For the purpose, the scope of work includes:

 

  • To develop high quality teacher education & training institutions
  • To build capacity of teachers
  • To increase teacher accountability
  • To provide Technical Assistance for graphic design and layout of ODL (Open and Distance Learning) Print Materials for the Diploma in Elementary Education
  • To strengthen Procurement systems and assist with procurement of ICT Infrastructure

To provide program implementation support to SCERT

Job Responsibilities, Skills and Competencies:

  • Review of ODL materials
  • Revised assessment strategies for ODL
  • Capacity building workshops for teacher educators on use of open resources
  • Development of m-learning strategies
  • Develop OER systems; identify OER course to develop based upon state needs and preparing report
  • Conduct capacity building workshops on writing ODL materials
  • Develop business model for online platforms for CPD of teachers
  • Preparing reports and sharing with TL

Qualification & Experience (Mandatory and Desirable):

  • Master’s degree in a relevant field. PhD highly desirable.
  • At least 20 years of experience, with at least 5 years in teaching industry/school education in India, who understands the teacher-training landscape, has led distance education programs, and is able to strategize in a heavily ICT enabled work environment
