About Project

Project Udaan, is a joint initiative by Government of Rajasthan (GoR) and Children’s Investment Fund Foundation (CIFF), UK for a period of 4 years to prevent early marriage, early pregnancies and galvanise Government leadership by bringing together key departments to demonstrate a new model for transforming adolescent lives that is effective and scalable. Specific interventions under this investment will focus on 2 high-burden districts, demonstrating the model before scale-up.

The programme will achieve its goal through following three strategies:

  • Expanding contraception method mix and choices of young women - The programme will support the Director Family Welfare, GoR to effectively roll out Injectable Contraceptives-Intra Muscular (IC-IM) across the 15 districts by setting-up a Technical Support Unit (TSU) within govt. This TSU will assist GoR in designing the IC-IM roll out strategy, SOPs for provision, facilitate in capacity building, develop a procurement and social & behaviour change communication (SBCC) plan, along with an IT enabled MIS.The programme will also undertake a pilot to assess the feasibility and user acceptance of IC Sub-Cutaneous (IC-SC) in selected geographies of Rajasthan, which has been licensed and appr
  • Strengthening knowledge, attitude and practices on sexual and reproductive health among adolescents (Experimental) - This component aims to design, demonstrate and transfer a user centric model of Rashtriya Kishor Swasthya Karyakram (RKSK) for scale-up. It will rework the curriculum on Sexual and Reproductive Health (SRH) for RKSK peer educators by content substitution and pedagogy techniques; identify and train peer educators using the revised module for training in-school and out-of-school IPE Global Limited adolescents; form and nurture adolescent groups (separate for boys & girls) and block level federations; build evidence and advocate for scale-up.

Keeping girls in secondary school by improving the outreach of scholarships programme – The programme will focus on strengthening scholarship delivery systems (IT enabled); generate wide public awareness on the scholarship schemes; mobilise communities to shift traditional norms with regard to girls’ education; and build capacities of government functionaries for effective state wide scale up.

 

Job Description

  • Position Summary.
  • IPE Global invites applications from eligible candidates for the position of Capacity Building Expert under the Technical Support Unit (TSU) being established within the Medical Health & Family Welfare Dept., GoR to support the roll-out of Mission Parivar Vikas in the State.
  • As Capacity Building Expert, s/he will be leading training and capacity building aspects of the project under expanding contraception method mix and choices of young women. S/he will be responsible for providing technical leadership to the state and district programme teams in the implementation of training and capacity building plan of Department of Medical Health and Family Welfare, Jaipur under the project component.
  • Key Responsibilities
  • The responsibilities to be performed by capacity building expert shall include but not limited to:
  • Technical Assistance
  • Develop capacity building plans and support the department in developing strategy for capacity building based on strategies under Mission Parivar Vikas;
  • Assess the training infrastructure for different cadre of service providers (training readiness) in the department for all level of care who will be linked to the project component and further strengthening the department for the same;
  • Support in development/ adaptation of training modules/ packages/ curricula for functionaries and stakeholders under the project component;
  • Identify trainers, facilitators, subject matter specialists for training programs, mentor new trainers, facilitators, subject matter specialists to develop an on-going resource pool of skilled trainers;
  • Coordinate and facilitate meetings of trainers, facilitators or subject matter experts from GOR/other agencies or institutes;
  • Develop a data base of training institutions, MOUs and contracts, as appropriate, for engaging training institutes or other agencies/ partners for providing training, etc. if needed;
  • Establish M&E system for capacity building activities and support the department in ensuring quality of training programmes.

  • Support in organizing capacity building programmes/workshops and trainings as needed under the project;
  • Develop tools for assessing the effectiveness and quality of capacity building efforts;
  • Establish quality assurance systems for trainings undertaken;
  • Post training follow up systems in field to assess adherence with standards along with QA Expert
  • External Engagement
  • Liaise effectively with department and other donors in order to maximize potential synergies and internalize effectively on lessons learnt from past programmes/experiences.

Qualification & Experience

Essential

  • Advanced degree in medicine/public health/ social sciences with minimum of 8 years’ experience in training and capacity building at national/ state level;
  • Extensive knowledge of health sector and family planning, including experience in areas such as capacity assessment, curricula development, course organization, problem based (and not only content based) training, and training impact evaluations;.
  • Understanding of national guidelines/ strategies on capacity building in health and family planning;
  • Ability to work effectively with a diverse team of people, with proven team building skills;.
  • Excellent oral and written communication skills in English and Hindi and the ability to effectively communicate complex information in a clear and concise manner to various types of audiences..

Desirable

  • Proven ability to develop manuals and guidelines to institutionalize best practices in capacity building;
  • Understanding of the principles underpinning capacity building in the context of Rajasthan;.
  • Preference will be given to those having previous experience of working with demanding clients, private foundations and corporates;
  • Able to translate strategic direction into implementable plans for delivering on improved performance.

Contract Type/Period

This will be a fixed term contract.

The contract will be initially for a period of one year, extendable thereafter, based on performance, for a likely period of 3 years. IPE Global is a fast growing organisation with a large portfolio of programmes in India/South-East Asia and Africa and there could be opportunity for long term association for exceptionally good candidates on mutually agreed terms.
